Mary McCarthy

Director, New York Area Program Integration Office

Mary has been the Director of the New York Area Program Integration Office (NYAPIO) since March 27, 2023. Previously, she was detailed into that position from April 2022 through December 5, 2022. The purpose of NYAPIO is to reduce delays using the Integrated Master Schedule and the Delay Reduction Plan for the New York Area. NYAPIO accomplishes that by leading an internal matrix team; overseeing integration of all activities to address congestion and flight delays; and facilitating communication among stakeholders.  

Mary came from the Chief Counsel’s Office where she served as manager of the Environmental Law Branch—East, manager of the Environmental Policy Branch, and manager of the Airports Law Branch. Additionally, Mary served as Regional Counsel, the primary legal advisor to the Regional Administrators’ Offices, for the Northeast beginning in September 2016. 

Mary was the Regional Counsel for the New England Region as well as Deputy Regional Counsel in the Eastern Region. 

Before becoming a manager, Mary served as an attorney in the Eastern Region where she practiced in the areas of Enforcement, Employment Law, and Airports and Environmental Law. She was the lead environmental attorney in the Eastern Region and was involved in the environmental review of a number of complex airspace and airport development projects, such as the NY/NJ/PHL Airspace Redesign, and the Philadelphia Capacity Enhancement Project. Mary joined the FAA in 1992 after participating in the DOT Honors Program for attorneys. 

Mary holds a J.D. from St. John’s University, an M.S. in Public Policy from the State University of New York at Stony Brook, and a Bachelor’s degree in Liberal Arts from Eisenhower College.
