Request to Withhold Aircraft Ownership Data
The FAA is establishing a process that allows private aircraft owners to request that their personal data (e.g. name and address) be withheld from public dissemination, in compliance with 49 U.S.C. § 44114(b).

49 U.S.C. § 44114(b) allows private aircraft owners to request to keep certain ownership information, like their name and address, private and not publicly available on FAA websites.
Options the FAA is Exploring
The FAA is seeking comments on the impacts of removing certain aircraft registration data from public display on the FAA website, including through current search functions and published reports. This process will ensure compliance with 49 U.S.C. § 44114(b). The FAA will publish a Request for Comment (RFC) in the Federal Register requesting public input on:
- How often do people or organizations access or use registered owner information and how is this information used?
- What would be the impact on privacy, safety, and accessibility of information if the identified categories of registered owner information are removed from public availability?
- How would the removal of such information affect the ability of stakeholders to perform necessary functions, such as maintenance, safety checks, and regulatory compliance?
- How should the FAA implement the removal of identified categories of registered owner information from public availability?
- What would be the impact if the FAA removed such information for a private aircraft owner or operator categorically and permitted such owners and operators to request copies of their information rather than removing such information only upon an individual request?
- What additional aircraft registration data should be removed from FAA websites?
Process to Request Withholding Ownership Data
If you would like to keep your registered owner information private under 49 U.S.C. § 44114(b), you can submit a request through the CARES system.
Instructions for submission:
- Prepare a request in PDF format that communicates you are voluntarily requesting the removal of your name and address from public dissemination.
- Upload the document via the CARES system to submit your request.
- If you have a CARES account, you can login and e-file your request.
- If you do not have a CARES account, you will need to create one. Go to the Getting Started link on the CARES homepage for instructions.
