Request to Withhold Aircraft Ownership Data

The FAA is establishing a process that allows private aircraft owners to request that their personal data (e.g. name and address) be withheld from public dissemination, in compliance with 49 U.S.C. § 44114(b). 

Summary of 49 U.S.C § 44114(b) Requirements

49 U.S.C. § 44114(b) allows private aircraft owners to request to keep certain ownership information, like their name and address, private and not publicly available on FAA websites.

Process to Request Withholding Ownership Data

If you would like to keep your registered owner information private under 49 U.S.C. § 44114(b), you can submit a request through the CARES system. 

Eligibility Criteria

Aircraft owners are eligible to request the withholding of their personal data if their aircraft is used for private purposes, meaning it is not engaged in common carriage or advertised for public hire, and if the aircraft is not owned by a government entity. Common carriage is defined as the transportation of passengers or cargo for hire, where services are offered to the general public.

Opting Out of Public Information Disclosure

If you wish to make your registered owner information private, prepare a request in PDF format that communicates you are voluntarily requesting the removal of your name and address from public dissemination. 

Submission Requirements

  • The request must be signed by the registered owner(s) of the information.
  • Requests signed by third parties will not be accepted.
  • The request must sufficiently identify the aircraft (e.g., N-number and serial number, etc.)
  1. Upload the document via the CARES system to submit your request.
    • If you have a CARES account, you can log in and e-file your request.
    • If you do not have a CARES account, you will need to create one. Go to the "Getting Started" link on the CARES homepage for instructions.

Opting Back into Public Information Disclosure

If you wish to make your registered owner information publicly available again, you have the option to submit a request through the CARES system. The signed request should communicate that you are voluntarily requesting to make your registered owner information publicly available.
