New York Area Program Integration Office (NYAPIO) Closeout Results of NY ARC 77
December 2007 — The Port Authority of New York and New Jersey (PANYNJ) Task Force and Aviation Rulemaking Committee delivered their final reports, identifying nearly identical lists of 77 initiatives.
October 2009 — The FAA responded to an Office of the Inspector General (OIG) report on the ARC 77 progress stating it would perform a comprehensive review and evaluate the open initiatives to improve tracking, integration and accountability. This report is the result of that evaluation.

The Delay Reduction Plan is based on high level events and project milestones extracted from an Integrated Master Schedule of all delay reduction initiatives and supporting projects in the New York Metro Area. The Plan will be used as an official briefing tool of the activities pursued by the NYAPIO and is being made available to stakeholders internal and external to the FAA via this website.

The New York Area Program Integration Office (NYAPIO) was established to address congestion and delay issues in the New York Metropolitan Area. To do that, we developed the New York Area Integrated Master Schedule and Delay Reduction Plan.
In 2007 the airline industry had one of the worst performance records in aviation history. New York area airports had more delays than any airport in the country. Approximately 75% of all delays in the National Airspace System were attributed to flights arriving, departing, or traversing the NY Metropolitan area airspace. Delays have a direct impact on the aviation industry and the ability to transport passengers and goods in a timely and cost-effective manner. We exist to fix that.
Although on-time performance in the NY Metropolitan area airspace has improved, the New York area airports remain among the most delayed airports in the country. There remains work to be accomplished to improve system efficiency and on-time performance in the NY Metropolitan area airspace. NYAPIO continues to address congestion and delays in the NY Metropolitan area airspace.
How We Accomplish our Mission
The New York Area Program Integration Office:
- Leads a matrix team consisting of representatives from the Air Traffic Organization, Aviation Safety, Airports, and Aviation Policy, Planning and Environment
- Oversees the integration of all activities to address congestion and flight delays
- Facilitates communication among all stakeholders
- Integrates all parts of the New York Metropolitan Area Delay Reduction Plan, with a focus on:

- Airspace changes
- Process/procedures
