This will greatly improve safety. The new system is poised to transform the management of aeronautical information and directly ties into the FAA’s mission to provide the safest and most efficient aerospace system.
The NMS will be built on a modern, flexible architecture that will enable more rapid updates to implement new policy changes once published. Further, through NMS the FAA is focused on producing digital NOTAM data for 3rd party vendors and providers of pre-flight briefings to deliver advanced features such as graphical depiction and plain language information to the aviation community. It is critical to highlight that NMS will not dictate any changes in the FAA's NOTAM policy as defined in FAA Order 7930.2.
The FAA will adopt the ICAO NOTAM format and replace the current domestic format. The current focus is implementing the NMS and onboarding all systems and individuals involved from origination to distribution and receipt of NOTAM data. Once the NMS transition is completed, the FAA will determine the schedule for the release of the ICAO NOTAM policy and the updated format support within NMS.
The current (as of June 9, 2025) NOTAM requirements for UAS operations are stated on the FAA Form 7711−1 − Certificate of Waiver or Authorization, Special Airworthiness, or similar document. A NOTAM is not required for UAS operations unless specified in these documents. The transition to NMS will not dictate any changes in the FAA's NOTAM requirements for UAS operations.
The NMS user interface, which will replace the USNS and FNS user interfaces, will offer the ability to query, filter, and sort NOTAMs, but NOTAMs query results are not prioritized. NMS provides everything relevant to a flight plan, and the FAA is responsible for providing the NOTAM data to users. It is then up to the users to decide what is and isn’t a priority for them. Users can expect that as digital infrastructure is modernized, the 3rd party software providers will offer the opportunity for the consumer to customize and identify the prioritization of NOTAMs.
A comprehensive user onboarding process will be provided, to include access to training. Training will be provided to all NMS users, with regular updates on the transition process provided to all stakeholders. The training content and applicable delivery method will be developed for all user groups.
Training materials will also be made available so that trainings can be conducted in the application before it’s necessary to begin originating NOTAMs in NMS after the Spring transition of USNS to NMS. There will be a period of time when users will be able to train and transition while both FNS origination tools and NMS origination tools are available. It is expected that all users will have transitioned to originating NOTAMs in NMS in 2026.
Users who currently have access to NOTAMs through NADIN will continue to access them there through the transition to NMS from USNS.
