Abstract: This report describes the preliminary design of a structured method for pilots to construct personal minimums related to safety for use during preflight decision making. The design uses a three-step process by which individual pilots prepare personal minimums that apply to the scope of their routine flight activities. The approach encourages voluntary compliance with the self-generated personal minimums guidelines prepared in checklist form.
