This advisory circular (AC) introduces the Federal Aviation Administration (FAA) Aviation English Language Standard (AELS) and provides guidance to applicants, airmen, training organizations, Designated Examiners (DE), and flight and ground instructors on how to determine that an applicant for an FAA certificate or a person holding an FAA certificate meets the FAA AELS.

This advisory circular (AC) provides information and guidance for operators under the provisions of the North American Free Trade Agreement (NAFTA) and operational guidance within the three Civil Aviation Authorities (CAA).

This AC also contains guidance that is pertinent to 14 CFR parts 1, 60, 61, 141, and 142. The contents of this document do not have the force and effect of law and are not meant to bind the public in any way, and the document is intended only to provide information to the public regarding existing requirements under the law or agency policies.

This notice does not apply to full flight simulators (FFS) and flight training devices (FTD) that are regulated under 14 CFR part 60.
