Order purpose statement

The purpose is to address changes to the Federal Aviation Administration (FAA) NCP process to align with policies and practices contained in the current version of the Air Traffic Organization (ATO) SMS Manual. For the purpose of this Order, the term ATO SMS Manual refers to the ATO's current SMS Manual or the equivalent ATO enterprise level integrated collection of principles, policies, processes, procedures, and programs used to identify, analyze, assess, manage, and monitor safety risk in the provision of air traffic management and communication, navigation, and surveillance services. All organizations that initiate casefile/NCPs must also follow the current version of the ATO SMS Manual. Please reference paragraph 6 for Safety Risk Management (SRM) Applicability to NCPs. It is important to note that the NCP process is NOT intended to be a Quality Assurance process for the SMS. Any safety concerns relating to safety documentation should be expressed through the designated agency safety professionals. The NCP process is described in detail in the latest version of FAA Order 1800.66, Configuration Management Policy.
