Order purpose statement

The ARAC will provide advice and recommendations to the FM concerning rulemaking activity, such as aircraft operations, airman and air agency certification, airworthiness standards and certification, airports, maintenance, noise, and training. ARAC's information, advice, and recommendations will result in better rules and/or guidance material. The activities ofthe ARAC will not circwnvent the requirements ofthe Administrative Procedure Act, 5 U.S.C. § 553.
