This order is the Emergency Operations Plan (EOP) for the Federal Aviation Administration’s (FAA) Aviation Safety (AVS) organization. It is designed to meet the EOP and Continuity of Operations (COOP) Plan requirements of the FAA’s 1900- and 1910-series orders, describing AVS’ response to and recovery from external and internal occurrences, such as 1) disasters, other emergencies, and planned events that require AVS to act pursuant to its responsibilities under the National Response Framework (NRF), National Disaster Recovery Framework (NDRF), FAA emergency operations policies and plans, or other legal requirements or authorities; and 2) disruptions to normal operations that hinder AVS’ ability to fulfill its essential functions pursuant to the National Continuity Policy Implementation Plan (NCPIP), Federal Continuity Directive (FCD)-1, and FAA COOP policies and plans. These are collectively referred to as “incidents,” and the term “emergency operations” is interchangeable with “incident management and support.”
This plan is not an Occupant Emergency Plan (OEP)/Emergency Action Plan (EAP) or Facility Security Plan (FSP).
