Order purpose statement

This Order provides basic policy governing all Personal Identity Verification (PlV) Cards and other Identification Cards used by the Federal Aviation Administration (FAA). This order implements Department of Transportation (DOT) Order 1680.3, DOT Identification Media Program; DOT Order 168 1.2, Federal Information Processing Standards Publication Personal Identity Verification (PIV) of Federal Employees and Contractors (FIPS PUB 201-2); HSPD-12 and PIV Card Program; and federal policies for FAA PIV cards, as required by Homeland Security Presidential Directive 12 (HSPD-12) and authorities under it. The Order identifies roles and responsibilities to issue and manage ID Cards used FAA-wide. The Office of Security and Hazardous Materials Safety (ASH) promulgates specific procedures to issue and manage ID Cards in supplemental Standard Operating Procedures (SOP) located at https://idms.faa.gov/intranetdocs/Standard Operating Procedure.pdf.
