Order purpose statement

This Order establishes procedures for Air Traffic Control (ATC) facilities to provide Air Traffic Management (ATM) security services to support special operations conducted by federal, state, local, tribal, and territorial government organizations for reasons of national defense, homeland security, and law enforcement.  The procedures provided in this Order specifically enable ATC facilities to effectively support classifed and sensitive unclassified flight operations undertaken by the Department of Defense (DOD), Department of Homeland Security (DHS), Law Enforcement Agencies (LEA), and other goverment agencies as part of surveillance and other security-related missions while mitigating safely and efficiency impacts on the National Airspace System (NAS).
