Order purpose statement

This order provides policy for data submission to support the promulgation and effective date assignment for both regulatory and non-regulatory public-use IFPs. It provides guidance regarding designation of associated controlled airspace for instrument procedures, including those based on area navigation (RNAV). It further ensures that the FAA will not assign an effective date for a procedure until the underlying infrastructure is in place to support the procedure and all necessary actions, including flight inspection or flight validation, have been completed. This order contains guidance that is pertinent to Title 14, Code of Federal Regulations (14 CFR) parts 71 and 97; as well as 49 U.S. Code § 44721, Aeronautical charts and related products and services.
