Order purpose statement

This order defines requirements for the development of Generic Site Implementation Plans (GSIPs) and Project Risk Plans (PRPs) used to document, manage and mitigate credible risks to the National Airspace System (NAS) during project implementation. A project is defined as any change or improvement to a NAS facility, supporting facility, or infrastructure and it has a definite beginning and end, regardless of funding source or who is doing the work. Requirements and activities covered by maintenance handbooks are not considered projects. The provisions of this order are a necessary component of Strategic Operational Risk Management requirements for projects. Operations personnel will then use the PRP to augment Tactical Operational Risk Management as defined in the current revision of Order 6000.15, General Maintenance Handbook for NAS Facilities.
