Order purpose statement

This notice announces a mandatory change to Operations Specification (OpSpec) C381, Special Instrument and RNAV Visual Flight Procedures, for foreign air carriers operating under Title 14 of the Code of Federal Regulations (14 CFR) part 129. It also announces revised Federal Aviation Administration (FAA) Order 8900.1 policy guidance associated with the change. The part 129 C381 has been decommissioned and replaced with part 129 OpSpec C081, Special Instrument and RNAV Visual Flight Procedures. The OpSpec C081 will allow International Flight Offices (IFO) to issue and amend the OpSpec without requesting the Flight Technologies and Procedures Division (AFS-400) and the International Program Division (AFS-50) to concur on each OpSpec approval.
