Order purpose statement

This order establishes sensitive procedures and requirements for Air Traffic Control (ATC) planning and coordination; and operational execution of ATC related services supporting special operations while mitigating safety and efficiency impacts on the National Airspace System (NAS). The procedures and requirements contained herein are applicable to the Department of Defense (DoD), including National Guard (NG); Department of Homeland Security (DHS); Law Enforcement Agencies (LEA); and other government agencies that conduct special operations for national defense, homeland security, intelligence, or law enforcement purposes, and emergency operations purposes. 

This order, which complements FAA Order JO 7610.14, Non-Sensitive Procedures and Requirements for Special Operations, is focused on sensitive procedures and requirements that require a protection designation as For Official Use Only (FOUO). Its companion, JO 7610.14, was created to provide easier access to the uncontrolled and unclassified information relocated from this order.
