Order purpose statement

This order establishes requirements and responsibilities for FederalAviation Administration (FAA) Air Traffic Organization (ATO) operational readiness, includingthe development, implementation, and exercise of Operational Contingency Plans (OCPs) for AirTraffic Control (ATC) facilities, FAA Contract Towers (FCTs), FAA and contract Flight ServiceStations (FSSs), and the United States NOTAM [Notice to Air Missions] Office (USNOF). Itidentifies critical roles, establishes procedures, and provides guidance needed for maintaining aproactive approach to ATC operational readiness.
