Order purpose statement

The Delegation Program Branch (AFS-650), now the Delegation Group (AFS-850), received questions on whether a pilot proficiency check or observation is required for adding a Special Medical Flight Test (SMFT) to an existing Certificate Letter of Authority (CLOA). This notice clarifies which observations are required for SMFT authorizations. This notice contains guidance that is pertinent to Federal Aviation Administration (FAA) Order 8000.95, Designee Management Policy.
