Order purpose statement

This order establishes policy, delegates authority, and assigns responsibility to ensure the effective management and cost efficiency of Wireless Services (cellular and satellite) and associated Mobility Technology (hardware) for Federal Aviation Administration (FAA) employees worldwide. In alignment with the Federal Mobility Working Group’s guidelines, Telecom Expense Management Services (TEMS) and Mobility as a Service (MaaS) are recognized as essential capabilities for scaling the deployment and management of wireless services, asset inventory management, reporting functionality, and invoicing. To facilitate this, the FAA’s Enterprise Services Center’s (ESC) National Wireless Program (NWP) provides a centralized framework for delivering TEMS and MaaS, enabling the FAA to leverage economies of scale and achieve substantial cost reductions.
