Order purpose statement

This notice supplements Federal Aviation Administration (FAA) Order 8000.95, Designee Management Policy, Volume 3, DPE, SAE, and Admin PE Designee Policy, in the implementation of a new type of designation: Administrative Pilot Examiner with General Authorizations (Admin PE-GEN). Beginning in October 2026, the Designee Management System (DMS) will provide a new functionality to allow applicants to apply and receive designation as an Admin PE-GEN without holding flight authority designations. General authorizations include Foreign Pilot Examiner (FPE), Military Competency Examiner (MCE), Ground Instructor Examiner (GIE), Flight Instructor Recent Experience Examiner (FIRE), and Basic Administrative Examiner (BAE). This notice contains guidance to implement Admin PE-GEN in accordance with Title 14 of the Code of Federal Regulations (14 CFR) part 183.
