Order purpose statement

This order provides guidance for Headquarters (HQ) and Service Centers (SC), on air traffic policies and prescribes procedures for the planning, coordination, and services involving the processing of applications for the operation of UAS within the territorial airspace of the United States. Unless otherwise indicated in this order, applications are processed and signed at the SC. However, in the case of certain high-priority applications, HQ may choose to process an application in coordination with the appropriate SC.
