Order purpose statement

The U.S. Postal Service (USPS) requires FAA to become fully accountable for its postage costs through the use of postage meters and/or official postage stamps. This requirement is a result of USPS audits of FAA mail survey documentation. Many field offices and facilities did not submit the required mail surveys, resulting in FAA underpayments to USPS.
