This order establishes the Regional Tracking Program (RTP) as the primary management software system used by the regions and Aeronautical Center for internal budget preparation, planning, facilities and equipment (F&E) projects from inception through capitalization. This order establishes the RTP as the primary management software system used by the Technical Center for F&E budget preparation and submission. In addition, this order describes the subsystems comprising the RTP and the management and oversight organizations responsible for the program.
