This notice supplements Federal Aviation Administration (FAA) Order 8000.95, Designee Management Policy, Volume 3, DPE, SAE, and Admin PE Designee Policy, by implementing a new process referred to as “All Makes and Models (AMAM),” which allows qualified Specialty Aircraft Examiners (SAE) with the subtype Experimental Aircraft Examiner (EAE) designation to issue Authorized Experimental Aircraft (AEA) authorizations, as described in FAA Order 8900.1, Volume 5, Chapter 9, Section 2, paragraphs 5-1584 and 5-1595. This notice aligns Order 8000.95, Volume 3 with Order 8900.1 and provides guidance to the managing office and managing specialists (MS) on the qualifications required to issue the new AEA AMAM authorization to an EAE, how to authorize an EAE to perform this function in the Designee Management System (DMS), how to update the Certificate Letter of Authority (CLOA), the required training, and how a designee enters this activity into the DMS. This notice contains guidance which expands the scope of designee authority when performing delegated functions in accordance with Title 14 of the Code of Federal Regulations (14 CFR) part 183 and aligns with the FAA Reauthorization Act of 2024 (Public Law (PL) 118-63) § 806.
