Guidance for Foreign State Instrument Flight Procedure and Airport Review

The FAA will soon issue a Notice to discontinue its review and approval process for foreign Required Navigation Performance (RNP) Authorization Required (AR) procedures (OpSpec C384 Table 2) and foreign CAT II/III airport facilities (OpSpec C060 Table 3). OpSpec C060 Table 3 and OpSpec C384 Table 3 will be removed by FAA Notice. In addition, OpSpec C058, Special Restriction for Foreign Instrument Procedures, will be discontinued.
Foreign RNP AR procedure and foreign CAT II/III airport facilities design has matured to the point that FAA approval is no longer required.

LED Approach Lighting System Installations

As the supply of incandescent lamps used in approach lighting systems dwindles, the FAA has begun using Light Emitting Diode (LED) lamps to keep the approach lighting up and running. Pilots using EFVS with IR-based sensors on approaches to runways with LED approach lights may have a decreased sensor performance.

Numerous FAA offices collaborated on how best to track the airfields where LEDs have been installed. The most efficient method of disseminating the information is to include a standard remark in the “Additional Remarks” section of the chart supplement pages for airports where LEDs have been installed in the approach lighting system(s). The below image includes an example of the verbiage that pilots should expect to see in the chart supplement. 

Contact the EFVS Point of Contact at 9-AVS-AFS-EFVS@faa.gov if you encounter LED bulbs in approach lighting systems that have not been annotated in the chart supplement.

The tentative schedule is not considered finalized until listed in the Federal Register Notice.

This project consists of a set of three primary and secondary meetings that focus upon a list of subjects from the “Modernization of Part 141 Initiative Public Letter and Public Meeting Objectives and Tasks”.  The secondary public meeting will provide an opportunity for follow-up discussions from the primary meeting.  Hybrid meetings can be attended either in-person or virtually.  

Subjects: Certification, Certificate Management, and Examining Authority: Part 61 training providers and challenges they face to become a part 141 pilot school; part 141 certification and certificate management; examining authority.
