Assistant Administrator for Human Resource Management (Acting)
Bisa Cunningham is the acting Assistant Administrator for the Federal Aviation Administration’s (FAA) Office of Human Resource Management, after serving as Deputy Assistant Administrator since October 2023. In this role, she provides Executive leadership for developing, managing, implementing, and evaluating the agency's human resource management strategies and national programs necessary to ensure the agency's mission accomplishment. She oversees human capital planning, talent acquisition, career and leadership development, total rewards and work-life programs, policy, operations, and labor and employee relations programs to support approximately 45,000 employees.
Prior to joining the FAA, she served as the Deputy Director for the Office of Human Resources (OHR), United States Capitol Police (USCP). As the OHR Deputy Director, Bisa led a team of professionals providing the full range of human resources operations/management services and consultation in support of USCP’s mission.
Bisa has held many leadership positions in the areas of human resources; equal employment opportunity; and quality assurance programs for small, medium, and large private, state, and federal entities. Her leadership portfolio includes serving as the Labor Relations Director at the Washington Metropolitan Area Transit Authority, the Director for Quality Assurance and Enterprise Operations at U.S. Customs and Border Protection, Diversity Officer/Director for Diversity, Recruitment, and Employee Services at the U.S. Environmental Protection Agency, and the Human Capital Director at the U.S. Department of State, Office of Inspector General.
Bisa is a member of the District of Columbia Bar and holds a Juris Doctor from the American University Washington College of Law, a Master of Public Administration from the New York University Wagner Graduate School of Public Service, and a Bachelor of Business Administration from the University of Miami. Bisa also holds the following human resources certifications: a) Senior Professional in Human Resources (SPHR) and b) Society for Human Resources Management Senior Certified Professional (SHRM-SCP). Bisa is also a graduate of the Office of Personnel Management Federal Executive Institute.
