Mr. Linney is the acting Vice President, Technical Operations Services for the Air Traffic Organization (ATO). In this role, Mr. Linney's primary focus is on the safe, efficient, and secure operation of the National Airspace System (NAS) through effective management of Air Navigation Services and Infrastructure. Under the leadership of the Vice President and Deputy Chief Operating Officer, he directs a workforce of approximately 10,000 employees who ensure that over 70,000 pieces of equipment and systems operate 24 hours a day, 365 days a year, at more than 6,000 facilities.
Before becoming the acting VP, Mr. Linney was the Deputy Vice President of Technical Operations since 2023, and before that the Director of Operations Support (AJW-1) under the Air Traffic Organization's (ATO) Technical Operations Service Unit. In this role, he supported national policies and engineering needed to run the world's safest and most complex air traffic control system. His work assured the development and industry adherence to NAS policies and requirements affecting technology changes to radar, navigation, automation, communications, weather, and telecommunications systems and services, all while ushering in emerging technologies such as drones, new commercial navigation and weather capabilities, and advanced technologies. He oversaw the management of the FAA's Spectrum policy services and compliance, oversaw the In-Service Management of all NAS systems, and assured 24/7 second-level engineering and field support for all radar, navigations, communications, and weather systems.
Mr. Linney was also the Director of the newly formed Operational Readiness Directorate, where he ensured effective continuity of air traffic operations during significant events and interruptions. He developed, led, and managed national policies, procedures, and process changes to enable a safe and more efficient air traffic operational capability during catastrophic events, including hurricanes, fires, floods, and system or facility failures.
Mr. Linney led the Air Traffic Systems (ATS) Directorate and was responsible for sustaining live operational management and support. He also headed engineering, implementation, operational, and program management across the United States, including U.S. territories, and in support of national efforts with foreign aviation organizations and governments. Under Mr. Linney's guidance, ATS successfully provided lifecycle program and system management to large-scale programs and change efforts spanning large-scale systems, infrastructure, and information technology across the federal government. These efforts have improved, modernized, and sustained the nation’s air traffic capabilities, providing the global aviation community benefits for over 20 years.
For more than 25 years, Mr. Linney has led engineering, implementation, operational, program, and change management across the globe that has improved air traffic capabilities and the global aviation community.
Mr. Linney is also a veteran of the U.S. Navy.
