Director, Western & Central Service Areas (WCSA), ANM-9

Kelly served in the United States Coast Guard for 16 years where she represented the Department of Transportation before the Equal Employment Opportunity Commission and the Merit System Protection Board and served as the Director of the Coast Guard Auxiliary and the Civil Rights Officer for the 13th Coast Guard District.

Kelly joined the FAA in January of 2008 as the Director of Civil Rights in the Northwest Mountain Region, She is now the Civil Rights Director for the Western and Central Service Areas. She and her staff provide Training, Consultations, EEO Pre-Complaint Support, Climate Assessments, Conflict Coaching, Alternative Dispute Resolution (ADR) services and Outreach among other services for 35 states and 7 time zones.

Kelly volunteers as an Advisory Council member for her local Community Center, the Seattle Federal Executive Board’s Dispute Resolution Advisory Council and the Tokeland- North Cove Chamber of Commerce. Her hobbies are riding her motorcycle – a Ducati Multistrada 1260, cooking, gardening, knitting and laughing with her daughters who have graduated from the University of Washington and Washington State University.

Deputy Director, National External Operations, Policy & Compliance Programs, ACR-4

Jonathan Klein is the Deputy Director for the National External Operations and Policy Programs at the Federal Aviation Administration (FAA) Office of Civil Rights. The team oversees airport program compliance with Americans with Disabilities Act, Title VI of the Civil Rights Act of 1964, Disadvantaged Business Enterprise, and related requirements, ensuring nondiscrimination and compliance in airport programs and contracting opportunities. The team conducts compliance reviews, complaint investigations, consultations, and trainings, and advises the agency on related policy matters. Jonathan has worked at the FAA since 2015, following nine years with the Federal Transit Administration, where he focused on civil rights matters and oversight of transit services and major infrastructure projects. Jonathan earned his undergraduate degree at Columbia University and law degree at the University of Southern California. Jonathan is a member of the California State Bar.

Director, National External Operations, Policy & Compliance Programs, ACR-4

Gene Roth is the Director of the National External Operations and Policy Programs at the FAA.  As the Director, Mr. Roth is responsible for overseeing all of the FAA’s external civil rights programs covered by four teams that include the Airport Disadvantaged Business Enterprise (DBE) and Airport Concession DBE (ACDBE) Compliance Program; Airport Nondiscrimination Compliance Program which includes Title VI and Limited English Proficiency; Airport Disability Compliance Program which includes the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act; and National External Policy and Compliance that is responsible for all related guidance, orders, and regulations for the three program areas and has the additional responsibility for stakeholder engagement, agency training and technical assistance, and investigations of complaints against FAA from the public related to its compliance with the civil rights programs.

A St. Louis, Missouri native currently living in Baltimore, MD.  Mr. Roth holds a B.B.A. and M.B.A. in Management. 

Anthony W. Cummings

Deputy Assistant Administrator, Office of Civil Rights 

Mr. Anthony W. Cummings is the Deputy Assistant Administrator, Office of Civil Rights. As Deputy Assistant Administrator, Mr. Cummings is responsible for assuring full, affirmative implementation of civil rights and equal employment opportunity within the framework of civil rights laws, regulations, and Department of Transportation policy. 

Prior to coming to the FAA, Mr. Cummings was a career Senior Executive Service (SES) member at the U.S. Department of Education where he served as the Director and Chief Administrative Judge in the Office of Hearings and Appeals (OHA) overseeing all OHA operations and internal controls. He also served in several senior leadership positions with the U.S. Department of Housing and Urban Development (HUD).  At HUD, he served as the Associate General Counsel for the Office of Ethics, Appeals and Personnel Law where he managed and directed the agency’s ethics and employment law operations for nearly two years.  From 2016 – 2018, he served as the Assistant General Counsel for Personnel Law, HUD’s top labor and employment lawyer.  His specialty, federal sector employment law was honed, however, via his service as an Administrative Judge with the U.S. Merit Systems Protection Board, where he served for nearly 25 years (1992 – 2016), receiving the Chairman’s Award of Excellence in 2015.  From 1991 – 1992, he served as an Attorney-Advisor for the Social Security Administration’s Office of Hearings and Appeals, and from 1988-1991, he served in the U.S. Navy’s Judge Advocate General Corps as a Defense Counsel, Staff Judge Advocate and Special Assistant United States Attorney. 

Mr. Cummings holds a B.A. in Political Science from the University of North Carolina at Chapel Hill and a J.D. from the University of North Carolina School of Law.  He and his wife, Terri, are the parents of two wonderful young adults.
