In our efforts to remedy the effects of past discrimination, the FAA will affirmatively engage in employment efforts to increase representation of underrepresented minorities, women, and people with disabilities. The National External Program Services staff assists, represents, and advises the headquarters managers and employees, and regional civil rights staff on civil rights and equal opportunity matters.  They handle external complaints from airport customers on issues of discrimination under Title VI of the Civil Rights Act (race/color/national origin), the Americans with Disabilities Act (disability), Title IX of the Education Amendments (gender), and the Age Discrimination Act (age).

Equal Employment Opportunity Consulting Group

The EEO Consulting Group represents, assists, and advises the Assistant Administrator for Civil Rights on civil rights and equal employment opportunity matters pertaining to affirmative employment, special emphasis programs and outreach. They also assist and advise other Headquarters managers and employees on civil rights and equal employment opportunity matters pertaining to those areas mentioned above.

EEO Policy and Alternative Dispute Resolution (ADR)

The Civil Rights Complaint Services Staff represents, assists, and advises the Assistant Administrator for Civil Rights on civil rights and equal employment opportunity matters pertaining to EEO complaints. They also assist and advise other managers and employees on civil rights and equal employment opportunity matters pertaining to EEO complaints. They handle internal complaints for employees on issues of discrimination. Training is conducted for Equal Employment Opportunity (EEO) Counselors and Alternative Dispute Resolution (ADR) Mediators.

In addition, the staff manages the National Intake Unit, National Tracking System, and National Implementation of laws, regulations, policies, etc., for the Office of Civil Rights.

  • The National Intake Unit is the main entry point into the EEO Pre-Complaint process.
  • The National Tracking System is used to control and track all EEO Complaints.

The National Implementation of laws, regulations, policies, etc. ensures all are performed uniformly and consistently throughout the Office of Civil Rights and the FAA. Also, the staff writes policy as necessary which is implemented nationwide.

Airport Disability Compliance Program (ADCP)

ADCP's mission is to ensure:

  • Airport operators/sponsors meet their obligations with regard to regulatory requirements
  • Travelers with disabilities have access to the activities, programs, and services that an airport provides to all travelers
  • Increased awareness of accessible air travel for people with disabilities

What We Do

Our staff supports the following activities:

  • On-site training on regulatory requirements and best practices
  • Periodic compliance reviews of airports
  • Development of resources for airport operators (manuals, information pamphlets, webinars, conferences)

Have a complaint about accessibility at an airport?

Please contact the airport owner/operator and/or the airport ADA/504 Coordinator first.

If your issue is not resolved, please contact the FAA Airport Disability Compliance Program. We investigate complaints from travelers with disabilities who did not have the same level of access that an airport provides to all travelers under accessibility requirements and regulations.

For complaints involving security checkpoints, please contact the Transportation Security Administration.

For complaints involving airline operators, please contact the Aviation Consumer Protection.
