Airman Certification Standards and Practical Test Standards for Airmen; Incorporation by Reference

The Federal Aviation Administration (FAA) is proposing a rule that will streamline the communication of what is expected of prospective pilots, flight instructors, flight engineers and other certificate holders by incorporating existing practical test standards into the federal regulations. Under this proposal, the testing standards would carry the full force and effect of regulation, and any updates can be done in a more efficient and timely manner. In addition, the agency also proposes to incorporate six new powered-lift certification standards into the regulations as part of the FAA’s efforts to ensure a holistic and comprehensive approach to permitting powered-lift operations in the near future.
 
The FAA Flight Standards Service Acting Deputy Executive Director signed this notice of proposed rulemaking on November 2, 2022. The published document could contain minor changes due to formatting and editorial requirements, and the docket will not go live until publication. Upon publication, the document can be found on the Federal Register’s website at www.federalregister.gov and parties may submit comments in the docket at www.regulations.gov.
