Due to extraordinary circumstances related to the Novel Coronavirus Disease (COVID-19) pandemic, until June 30, 2020, the Federal Aviation Administration (FAA) will not take legal enforcement action against any person serving as a required pilot flight crewmember or flight engineer based on noncompliance with medical certificate duration standards when expiration of the required medical certificate occurs from March 31, 2020, through
June 30, 2020.
This memorandum provides guidance on how Flight Standards (FS) personnel can deviate from the provisions contained within FAA Orders 8000.95, 8100.15, 8900.1 and 8900.2. This memorandum also extends the recurrent training due dates for those designees and Flight Standards Organization Designation Authorization (ODA) unit members that are unable to attend in-person recurrent training courses. This CertAlert is to provide recommendations to airport operators when parking overflow aircraft. To combat the unique situation, which arose as a byproduct of the pandemic of COVID-19, airport operators are reaching out to the FAA for assistance in finding a solution to safely park thousands of airplanes. To assist, the FAA developed a list of recommendations an airport operator should consider when making decisions for overflow aircraft parking.
Recent developments caused by the national response to COVID-19 to include limiting the size of groups, social distancing, and self-quarantine recommendations have generated discussions concerning the functioning and location of flight dispatch and flight following centers. Various options to address the situation have been proffered with some air carriers implementing procedures to monitor employees, provide greater physical separation between employees or move some dispatchers into the carrier’s back-up facility.
This memorandum authorizes deviation to existing policy for management of 14 CFR Part 145 repair stations outside of the United States due to safety concerns associated with the coronavirus.
The FAA has determined to extend through March 27, 2021, the coronavirus disease 2019 (COVID-19)-related limited waiver of the minimum slot usage requirement at John F. Kennedy International Airport (JFK), New York LaGuardia Airport (LGA), and Ronald Reagan Washington National Airport (DCA) that the FAA already has made available through October 24, 2020, with additional conditions as described herein.
