The FAA Hearing Docket Clerk works in the FAA Office of Adjudication. The clerk receives filings and keeps the official record of a case. The clerk does not provide legal advice to parties but can answer questions at 202-267-3290, from 8:30 a.m. to 5:00 p.m. (Eastern Time), Monday through Friday (except for holidays).
The rules of practice found in subparts D (14 C.F.R. § 13.43) and G (14 C.F.R. § 13.210) govern the filing procedures for those cases and related administrative appeals. The regulation permits filing by several methods:
I. Methods of Filing
"Filing" is the process of submitting a document to the FAA Hearing Docket. It is different from "service," which is the process of providing documents to parties, witnesses, or others. There are four ways to file documents with the FAA Hearing Docket in cases under subpart D, subpart G, and related appeals:
Filing by U.S. Mail:
A party must file an original document and one copy when filing by mail. The mailing address is:

Filing by Hand or Delivery Service:

Filing by Fax:
File only one copy of the document if using fax.
For filing by fax, use (202) 267-3720 to send the item to the FAA Hearing Docket.
In matters under subpart G (and only subpart G), the filing should also be served on the DOT Office of Hearings using (202) 366-7536.
Filing by Email:
A document that is filed by email must be attached as a Portable Document Format (PDF) file to an email. Filing by email does not relieve the filer of signing requirements. The email message itself does not constitute a submission, but serves only to deliver the attached PDF file to the FAA Hearing Docket.
The email address for filing matters with the FAA Hearing Docket is 9-AGC-FAA-HearingDocket@faa.gov.
In matters under subpart G (and only subpart G), the filing should also be served on the DOT Office of Hearings using M20.HrgDocs@dot.gov.
II. Optional Service by Fax and Email
The rules generally require that documents "filed" with the FAA Hearing Docket must also be "served" on other parties. See 14 C.F.R. §§ 13.43(a) (subpart D matters) and 13.211(a) (subpart G matters). In subpart G matters, parties must also server the administrative law judge. Id. at 13.211(a). The rules allow for service by mail and personal delivery, and if the parties consent, by fax or email. Service by email or fax is strongly encouraged for its speed and ease. Sample agreements are provided below:
