Employment and Labor Law

Employment, General Law and Ethics (EAGLE) is a nation-wide practice that incorporates Employment, Labor, General Law and Ethics. The practice is divided into three teams: Headquarters, East and West. Our attorneys engage in the following practices:

Employment and Labor Law:

  • Provides Agency representational legal services in cases filed by employees claiming unlawful discrimination or personnel actions, among other things, on all phases of administrative employment litigation, including Alternative Dispute Resolution (ADR) before the EEOC and MSPB.
  • Provides representational legal services in the United States District Court, Court of Federal Claims, and the Court of Appeals with the Department of Justice.
  • Serves as legal counsel to the FAA's Accountability Board.
  • Provides advice to in-house clients on:
    • Conduct/performance/discipline;
    • Equal employment opportunity (e.g., potential exposure to allegations of discrimination, requests for reasonable accommodation, etc.);
    • Labor Relations;
    • Interpretation of FAA personnel reform;
    • Substance abuse; and
    • Prohibited personnel practices.
  • Reviews and provides legal advice on debt matters including requests for waiver and appeals of employee debt determinations. Also represents the Agency in formal debt hearings.
  • Formulates policies and procedures for providing legal counsel and representation on advice matters and policies relating to the employment of FAA personnel.
  • Provides training to FAA managers and Human Resource and Civil Rights personnel on federal sector employment law and processes.

General Law:

  • Provides advice to in-house clients on:
    • FOIA
    • Privacy Act
    • Part 9 issues
  • Process Torts – 25K and below


  • Manages the agency-wide Ethics Program which is required by law and includes the financial disclosure and ethical conduct training, and implements standards mandated by the Office of Government Ethics (OGE), an independent federal agency.
  • Provides ethics advice and formal opinions to internal clients.
  • Supports the ethics counsel in the review of thousands of mandatory ethics filings, Confidential Financial Disclosures, and 450 forms.
