Community Engagement — Hawaii

The Hawaii Airspace Modernization Project (HAMP) is one of the first projects following the FAA’s “Airspace Modernization Roadmap Strategy” (AMR). AMR is the FAA’s strategic plan to evaluate and modernize the airspace infrastructure in the National Airspace System (NAS), utilizing data-based decision-making. This ensures the FAA prioritizes projects that address the agency’s safety and efficiency mission by prioritizing areas with the greatest safety and efficiency needs in the NAS. Under HAMP, the FAA is working to update and improve the airspace structure and air traffic procedures in Hawaii and surrounding Oceanic Airspace.

The FAA is currently in the beginning of the scoping phase of this project, and soliciting input from the public and the aviation industry. Please complete the Google User Input Form link below to provide any aviation challenges or concerns in Hawaii. Comments submitted through the form will be considered by the FAA in the development of the scope of this project. The FAA is accepting scoping comments from the public via the Google Form linked below through January 31, 2026.  

The HAMP User Input Form is the first of several opportunities for the public to engage in this multi-year project. Further updates will be posted to this webpage as the project proceeds.

May 14, 2026

The FAA held a public comment period from November 18, 2025, to March 15, 2026, seeking input on the scope of the Hawaii Airspace Modernization Project (HAMP). The FAA is analyzing comments from private citizens and groups, industry professionals, elected officials, municipalities, and local, state, and federal agencies to inform the development of the project scope. The FAA recognizes the importance and value of public input in the scoping process.  

The FAA will not respond individually to comments. As stated above, we will use the comments to develop the scope and to fine-tune the proposed instrument flight procedures during the Solution Development Phase of the project.  

The FAA grouped the comments into six categories. The assignment of a comment to a category occurred if there was a direct reference to that category or definition. A comment that contained a reference to more than one category was assigned to the additional categories as applicable.

General definitions used to categorize the comments include:

  • Civilian Procedures - A reference to air traffic control procedures pertaining to general aviation, air taxi, or commercial operations.
  • Military Airspace - A comment or portion of a comment that referenced the use of, expansion or reduction of, or implementation or removal of special use airspace.
  • Military Procedures - A reference to air traffic control procedures pertaining to military aircraft operations.
  • Residential/Community Concerns - References to a decision to place flight paths or aircraft over communities, parks, or wildlife habitats.  References to noise directly related to aircraft that are either preexisting or are expected to occur with the implementation of the proposed procedures. References to the implementation of voluntary noise abatement procedures.
  • Tour Helicopters - A comment or portion of a comment that referenced tour helicopter operations.
  • Other - A comment or portion of a comment that did not fall into any of the other categories. Also includes comments that solely described support or opposition for the project.

The period for submitting comments for consideration by the FAA in developing the scope of the Hawaii Airspace Modernization Project is now closed. Thank you for all the submitted comments. 

December 23, 2025

On November 18, 2025, the Federal Aviation Administration (FAA) announced the start of the scoping phase of this project and solicited input from the public and the aviation industry, which was scheduled to end on January 31, 2026. Based on comments received, the FAA has extended the public comment period until March 15, 2026. Comments can be submitted via the Google Form Link above. Comments submitted through the form will be considered by the FAA in the development of the scope of this project.
