Clarification of DSBS / SAM Report Download / Upload

The DSBS Report and SAM Report can be downloaded from their respective sites and uploaded to the Vendor's OS7 Proposal at any time during the submission period.

Price-Cost Worksheet Version 3.4

  • >Conditional formatting has been removed from the out-year prices to eliminate them from turning 'pink' when they exceed base-year prices.
  • All columns have been unhidden on the Unlocked Worksheet tab to ensure all formulas are visible and available to Vendors.

There is no impact to prior submissions however the team wanted to reduce some confusion for Vendors.

What We Do

The Office of Financial Management:

  • Provides financial oversight and information on the use of agency financial resources,
  • Establishes financial system requirements,
  • Supports Delphi, PRISM, and Cost Accounting System (CAS),
  • Prepares FAA for the annual financial audit,
  • Controls property capitalization & reporting,
  • Prepares the agency's audited financial statements,
  • Ensures financial results are accurately reported in both the DOT & FAA Accountability Reports, and
  • Assists with agency realignments.

Overflight Fees

Fees in U.S.-Controlled Airspace

The FAA charges overflight fees to operators of aircraft that fly in U.S.-controlled airspace, but neither take off nor land in the United States. There are two types of fees:

Office of Investment Planning & Analysis

What We Do

The Office of Investment Planning & Analysis supports strategic investment decision-making at the FAA by ensuring major capital investments are supported by robust business cases.

  • Primarily works within the Concepts & Requirements Definition (CRD) and Investment Analysis (IA) phases of the Acquisition Management System lifecycle;
  • Works with the program offices to validate the shortfall the investment plans to address, properly characterize the urgency of the investment, and review the early cost and schedule estimates used to support budget formulation; and
  • Performs detailed reviews of the schedule, cost, and benefits estimates for each of the program alternatives, as well as reviewing the overall business case for the investment, including strategic alignment, acquisition and support strategy, risk, and economic return to the public and the Agency.

The Office of Investment Planning & Analysis also oversees the Agency’s major contract procurement decisions, ensuring that each contract action is supported by a business case and that pre-award contract planning is adequate.

These analyses assist the agency in prioritizing competing investments and support a number of stakeholders, including the Joint Resources Council for investment decisions, Capital Budget for the establishment of the investment's Acquisition Program Baseline, the Capital Investment Team for the capital budget formulation process, and the acquisition team through procurement oversight and the Independent Government Cost Estimate.

What We Do

The Office of Budget and Programs develops FAA budget requests and provides budget justifications to the Department of Transportation Budget & Performance Office, the Office of Management & Budget, and various House and Senate committees.

  • Develops agency budgetary policies, standards, systems, and procedures for:
    • Multi-year programming,
    • Budget estimates and justifications,
    • Allowances,
    • Allotments and apportionments,
    • Special budget controls,
       
  • Oversees OMB Circular A-76, Performance of Commercial Activities for the agency,
     
  • Provides audit liaison services between the Office of the Inspector General, and the General Accountability Office.
