Office of Financial & Labor Analysis

The Office of Financial and Labor Analysis:

  • Conducts and develops benchmarking, plans and analyses for labor-related data to support bargaining unit negotiations and cost efficiency in the FAA,
  • Develops and applies policies, objectives, standards and models to support and validate service unit staffing requirements and workload assessments in collaboration with FAA field facilities to support efficient operations in the Air Traffic Organization, 
  • Implements and monitors performance-based business solutions, acquisitions and concepts to promote cost efficient management of FAA products and services,
  • Oversees FAA’s cost reduction effort and develops and implements agency cost control initiatives,
  • Manages and coordinates issues related to internal and agency-wide cost control programs,
  • Provides sound financial analysis decision support to help make better informed decisions by analyzing the financial impact of proposed agency actions, and
  • Provides subject matter expertise in performance measurement development, analysis, and reporting.

eFAST Ceiling Price Lists

eFAST projects are categorized by Functional Area (FA). As part of planning projects labor categories are defined and maximum rates are associated based on these tables.

The price lists are organized by vendor, by year, onsite and offsite, and finally by labor category. These are the constituent parts of the Contract Line Item Numbering (CLIN). For each CLIN, the first character is the year, the next two are the FA, the next three are the labor category and the final character designates onsite and offsite rates.

These price lists should be consulted after determining the appropriate FA, and after reviewing the labor categories in the Master Ordering Agreement.

The Aeronautical Center Acquisition Division provides acquisition services in support of all Mike Monroney Aeronautical Center (MMAC) activities and programs.

The Franchise Acquisition Services Branches support franchise and fee-for service customer operations including the FAA Logistics Center, Enterprise Service Center (ESC), Power Services Group, International Training, FAA Leadership & Learning Institute (FLLI), Unstaffed Infrastructure and Aircraft Maintenance Group.

The Non-Franchise Acquisition Services Branches support other customer operations including the Office of Facilities Management, the FAA Academy, Flight Program Operations, NAS Engineering Group, and the Civil Aerospace Medical Institute (CAMI).
