In its commitment to maintaining the safest air transportation system in the world, the FAA finds the best foundation of quality ground and flight training is through certificated pilot schools.

Current part 141 pilot school training regulations have foundational ties to the early years of pilot training and elements directly linked to the old Civil Air Regulations.  Updating part 141 regulations ensure the training conducted at pilot schools meets the 21st century challenges of technology, safety, and the advancements in teaching and learning techniques.  The Modernization of Part 141 public meetings held between March 2025 and March 2026 will be a key resource in the FAA’s ability to identify and address the demands of the flight training industry.

The meetings provided a forum for the aviation community to discuss, prioritize, and make recommendations to the FAA concerning the modernization of part 141 through written and oral comments.  

Industry Recommendations Report

Recognizing the value of stakeholder participation, the docket comment period was open until May 11, 2026, which provided an opportunity for stakeholder feedback on the Part 141 Modernization Industry Recommendations Report. This industry-led proposal to the FAA and all comments made on the federal docket are accessible using the links below.
