Traffic Safety Oversight Service (AOV), responsible for leading the execution of oversight activities of Air Traffic Organization. (ATO).  He leads continued operational safety within the National Airspace System by monitoring the delivery of air traffic services in the United States using a systems safety approach. He also oversees monitoring of Safety Management System (SMS) performance in accordance with International Civil Aviation Organization (ICAO) standards and recommended practices.

Art came to AOV from ATO’s Safety and Technical Training (AJI) where, as the Safety Group Manager for the Central Service Area, he collaborated to identify and communicate national and local safety issues and trends, optimize data collection and flow, discuss operational risk, and assist in monitoring the effectiveness of implemented mitigations. Art has extensive previous air traffic safety experience gained as Safety Performance Group Manager, Quality Assurance Group Manager, and Director of Quality Assurance in AJI. He also previously served as the Director and Deputy Director of Operations for Air Traffic Services in the Central Service Area. During his time as Acting Deputy Regional Administrator for the Southwest Region, Art also oversaw the implementation of regional FAA programs and initiatives, outreach initiatives, and emergency transportation preparedness and response.

Art began his FAA career as a controller at Fort Worth Center and subsequently took on multiple roles within the facility, including Operations Manager, Front Line Manager, Traffic Management Coordinator, and Quality Assurance Specialist.
