Nick Fuller
Executive Director, Air Traffic Safety Oversight Service, AOV-1
Nick Fuller is the Federal Aviation Administration’s (FAA) Executive Director of the Air Traffic Safety Oversight Service (AOV), responsible for directing the independent, risk-based, data-driven safety oversight of air navigation services. He is the principal agency advisor to the FAA Administrator, Deputy Administrator, and Associate Administrator for Aviation Safety for all Air Traffic Organization (ATO) safety-related issues and represents the FAA in dealings with high-level officials, inside and outside of the agency, both nationally and internationally. Mr. Fuller also serves as a liaison to Congress, the Department of Defense, other Federal agencies, commercial and general aviation organizations, and civic and private groups on a wide variety of technical and managerial issues relating to the safety standards for air traffic control and air traffic infrastructure, facilities, and systems.
Prior to assuming leadership of AOV on November 19, 2023, Mr. Fuller served as the Deputy Vice President of ATO’s Safety and Technical Training. In this role, he led an exceptional team of safety professionals across four directorates to work together with stakeholders to identify, mitigate, and reduce risk in the National Airspace System (NAS) through reporting, data collection, education, and assessment. Mr. Fuller influenced and addressed risk in the NAS through the execution of safety functions, including event investigation, data analysis, corrective actions, training for over 14,000 air traffic controllers and over 6,000 airway transportation system specialists, and policy development, performance measurement, and promotion of a positive safety culture.
Mr. Fuller also previously served as the Deputy Director for Central Service Area (CSA) Air Traffic Operations, assuring the safety and efficiency of air traffic operations by overseeing air traffic and technical operations within the CSA, including 128 Air Traffic Managers and over 4,100 employees. Prior to that, as Senior Advisor to the CSA Air Traffic Operations Director, he provided information and guidance to members of air traffic management in areas of labor relations, staffing, budget, and technological changes affecting the NAS. Mr. Fuller has participated in the investigation of accidents, incidents, and emergencies involving air traffic facilities and addressed the associated performance management and facility corrective actions. In addition, his extensive leadership experience includes Event Investigation Manager, Level 12 Air Traffic Control (ATC) Operations Manager, Quality Assurance Team Lead, Air Traffic Safety Action Program Lead Analyst, and Level 12 and 11 ATC Frontline Manager.
Prior to joining the FAA, Mr. Fuller served as an Air Traffic Control Specialist for the United States Navy. He is a graduate of the Federal Executive Institute’s Leadership for a Democratic Society and is certified in the Management of Aviation Systems.
