Presidential Temporary Flight Restriction (PTFR) Reimbursement Program

Reimbursements for Presidential Temporary Flight Restrictions (PTFR) are provided through individual Consolidated Appropriations Acts. Thus far, each Act has provided reimbursements to airport sponsors that do not offer gateway operations, as well as to providers of general aviation ground support services located at airports that are closed during a temporary flight restriction (TFR) for any Presidential residence designated or identified for security by the United States Secret Service. These reimbursements cover direct and incremental financial losses incurred while such airports are closed solely due to actions taken by the Federal Government. Funding is intended to support those financially impacted by the operational disruptions TFRs imposed on aviation activity.

Purpose:

The purpose of the PTFR Reimbursement Program is to assist eligible airports sponsors and on-airport businesses in mitigating direct and incremental financial losses incurred as a result of airport closures caused solely by qualifying Presidential Temporary Flight Restrictions.

Eligibility:

The following entities may be eligible to submit claims under the PTFR Reimbursement Program:

  • Airport sponsors that do not provide gateway operations and are affected by a qualifying Presidential Temporary Flight Restriction; and
  • Providers of general aviation ground support services located at such airports.

To be considered for reimbursement, claimed losses must:

  • Be direct and incremental;
  • Be attributable solely to the PTFR-related airport closure; and
  • Be supported by sufficient documentation for FAA review and validation.
