The Technical Programs Section administers national programs that record authority required for all commercial air operators and air agencies: Safety authority from the FAA under Title 14 of the Code of Federal Regulations (14 CFR) Chapter I, and economic authority from the Office of the Secretary of Transportation (OST) under 14 CFR Chapter II. Programs include:
Web-Based Operations Safety System (WebOPSS)
The Technical Programs Section maintains all standardized templates and related data in WebOPSS for Operations Specifications (OpSpec), Management Specifications (MSpec), Training Specifications (TSpec) and Letters of Authorization (LOA) required for air operator and air agency certification and specialized general aviation operations. The Technical Programs Section also provides information and analysis from authorization data to support FAA regulations, policy and decision-making.

Insurance and Economic Authority
The Technical Programs Section processes all aircraft accident liability insurance endorsements required by 14 CFR Part 205 and all on-demand air taxi operator registration and amendments in accordance with Part 298 —Exemptions for Air Taxi and Commuter Air Carrier Operations.
