Research & Development (R&D) Management Division
Introduction
The William J. Hughes Technical Center Research and Development (R&D) Management Division (ANG-E4) plans, reports, and communicates the Federal Aviation Administration (FAA) R&D Portfolio through coordination with other research and development organizations. The Division collaborates, partners, and promotes the transfer of technology, while leveraging technical resources and capabilities to effectively communicate the FAA's R&D activities to the Office of the Secretary of Transportation (OST), Congress, the aviation industry, the flying public, academia, and other federal agencies.
Division Work
ANG-E4 leads the planning, coordination, and presentation of the agency's research and development portfolio to stakeholders within the FAA, OST, Office of Management and Budget, congressional staff, and industry. The Division leads cross-agency research coordination through the Research Executive Board (REB) and external coordination through the Research, Engineering and Development Advisory Committee (REDAC) review process. The Division manages relationships and agreements with federal and non-federal partners across the Technical Center campus and its technology transfer program. Additionally, the Division develops and maintains Cooperative Research and Development Agreements (CRADAs) with numerous private sector entities annually The Division comprises 46 federal employees across two functional branches.
Branches
Technical Center Partnerships Management Branch
The Customer Relationships Management section develops, implements, and manages customer relationships and agreements, as well as outreach and partnerships initiatives. Space on the Technical Center property is leased by federal and non-federal partners, including the Department of Homeland Security, Federal Marshalls, the Army Corps of Engineers, the U.S. Coast Guard, the South Jersey Transportation Authority, the New Jersey Air National Guard, and the National Aviation Research and Technology Park.
The Imaging Technologies section provides outreach and communications products for FAA R&D activities through exhibits, graphic design, photography, video production, R&D test documentation, and digital signage.
Research Portfolio Management Branch
The Research Portfolio Management Branch coordinates, develops, and publishes R&D plans and reports; assists in the formulation of the Research, Engineering and Development budget; supports the REDAC and REB; and coordinates R&D portfolio performance metrics across the agency. The Branch also manages the FAA's technology transfer program, the agency's CRADAs, patent licenses, and other agreements that provide access to FAA laboratories.
