Streamlined Part 91 Operational Approval Process

LOA Streamlining logo with icons, listing aircraft capability, training, and procedures

The innovative Streamlined Part 91 Operational Approvals Application allows a Part 91 operator to request up to 10 basic LOAs using capability documentation from aircraft manufacturers and compliance documentation from training and procedures providers. This application supports a more efficient process for reviewing LOA applications.

Note: The application is only applicable to Part 91 operators seeking certain common LOAs for a newly assembled aircraft delivered directly from the aircraft manufacturer.

LOAs Available in the Streamlined Application

LOA Operation
A056 Data Link Communications
B036* Oceanic and Remote Continental Navigation Using Multiple Long-Range Navigation Systems (M-LRNS) Authorization
B039 Operations in North Atlantic High Level Airspace (NAT HLA)
B046 Operations in Reduced Vertical Separation Minimum (RVSM) Airspace
B054 Oceanic RNP 10 Operations Using A Single Long-Range Navigation System
C048 Enhanced Flight Vision System (EFVS) Operations
C052** Straight-in Non-Precision Approach Procedure with Vertical Guidance (APV), and Category I Precision Approach and Landing Minima — All Airports
C063*** Area Navigation (RNAV) and Required Navigation Performance (RNP) Terminal Operations
C073 Vertical Navigation (VNAV) Instrument Approach Procedures (IAP) Using Minimum Descent Altitude (MDA) as a Decision Altitude (DA) / Decision Height (DH)
D095 MMEL Used as an MEL

* This process authorizes the best RNP value (e.g. RNP 2, RNP 4, or RNP 10, as documented on the ASOC). Advanced RNP (A-RNP) functions are not authorized in B036 in the streamlined application.
** This process authorizes all instrument approaches on C052, as documented on the ASOC.
*** The Streamlined application is not used to authorize Advanced RNP (A-RNP) functions in C063.

The Documents of the Streamlined Concept

The streamlined concept uses three FAA-accepted statements of capability/compliance to establish eligibility for all ten LOAs available in the Streamlined Part 91 Operational Approval application:

  • Aircraft Statement of Capability (ASOC): The ASOC provides evidence of aircraft capabilities. An applicant obtains an ASOC from the aircraft manufacturer
  • Training Statement of Compliance (TSOC): The TSOC provides evidence of training compliance. An applicant obtains a TSOC from the company contracted by the operator for training.
  • Procedural Statement of Compliance (PSOC): The PSOC provides evidence of procedures compliance. An applicant obtains a PSOC from the company contracted by the operator for procedural publication services
