International Outreach and Training Services

Recognized globally for its commitment to safety, the FAA helps the world’s aviation community build and maintain safety in order to strengthen the flying public’s trust. We do that in part through our extensive outreach and training programs for foreign civil aviation authorities, air navigation service providers, regional safety oversight offices, and others. Working together, we can ensure that the international aviation network provides the maximum safety and benefits for the traveling public and the citizens of the world.

The FAA is committed to providing state-of-the-art outreach and technical training on a wide range of subjects that deliver aviation expertise and knowledge supporting International Civil Aviation Organization (ICAO) member states and regional organizations. The FAA provides related training services such as training needs assessments, consultations, and formal training in the following areas: Aviation safety, airway facilities, air traffic, airports, aviation security, instructor development, management development and aviation English.

FILA Fellowship Program

The FAA International Leaders in Aerospace (FILA) Fellowship Program is a three-week professional development experience for established and emerging international aviation leaders. The fellowship combines virtual learning with an immersive, in-person experience in the Washington, D.C. area, providing fellows with opportunities to strengthen leadership skills, broaden their professional perspective and build relationships with FAA leaders, subject matter experts, and international aviation partners. 

FILA is open to current, long-term employees of international civil aviation authorities or organizations that provide essential civil aviation services, such as Air Navigation Service Providers (ANSPs).
