Standard Specifications for Construction of Airports
The standard specifications contained in this advisory circular (AC) relate to materials and methods used for construction on airports. Items covered in this AC include general provisions, earthwork, flexible base courses, rigid base courses, flexible surface courses, rigid pavement, fencing, drainage, turf, and lighting installation.
This AC provides guidance to assist operators in planning, designing, and constructing seaplane bases and associated facilities.
Airport Terminal Planning
This AC provides information on the process of planning airport passenger terminal facilities. It combines and supersedes two previous FAA ACs on this topic: AC 150-5360-13, Planning and Design Guidelines for Airport Terminal Facilities, and AC 150/5360-9, Planning and Design Guidelines for Airport Terminal Facilities at Non-hub Locations.
This AC does not create new requirements for airport terminal planning. Rather, it consolidates information from two separate ACs and includes updated information on terminal planning.
Design and Installation Details for Airport Visual Aids
This AC provides guidance and recommendations on the installation of airport visual aids. See the Principal Changes paragraph for a list of major changes to the document since the last version.
Operational Safety on Airports During Construction
This AC sets forth guidelines for operational safety on airports during construction. This version adds notification about impacts to both airport-owned and FAA-owned NAVAIDs; adds guidance for the use of orange construction signs (including a new appendix on the placement of these signs); discusses open trenches or excavations in the taxiway safety area while the taxiway is open to aircraft operations, subject to restrictions; enhances guidance for temporary shortened runways and displaced thresholds; and improves figures.
Access to Airports by Individuals with Disabilities
This AC assist airports in complying with the laws and regulations regarding individuals with disabilities by: (1) identifying the relevant statutes and regulations affecting airports; (2) presenting the main features of each of the statutes and regulations; and (3) listing sources of assistance or additional information. It presents and reconciles the Federal accessibility regulations implementing the Americans with Disabilities Act of 1990 (ADA); the Air Carrier Access Act of 1986 (ACAA) as amended; the Rehabilitation Act of 1973, as amended (RA); and the Architectural Barriers Act of 1968, as amended (ABA) which affect the architectural or program accessibility of airports in the U. S. transportation system and employment opportunities at these airports for individuals with disabilities.
This update adds the requirements and recommendations for Service Animal Relief Areas (SARAs) at civil use airports contained in the DOT regulation 14 CFR 382, Nondiscrimination on the Basis of Disability in Air Travel. SARAs are required for each airport with 10,000 or more enplanements and for civil use airports that receive federal financial assistance through the Airport Improvement Program or Passenger Facility Charges program.
Specification L-854, Radio Control Equipment
This AC contains the specifications for radio control equipment to be used for controlling airport lighting facilities.
Notices to Airmen (NOTAMs) for Airport Operators
This AC provides guidance on using the NOTAM system for reporting airport facilities changes or outages and for utilizing the Runway Condition Assessment Matrix for airport condition reporting. This AC prescribes procedures used to describe, format, and disseminate information on unanticipated or temporary changes to components of, or hazards in, the National Airspace System (NAS).
Airport Pavement Design and Evaluation
This advisory circular provides guidance to the public on the design and evaluation of pavements used by aircraft at civil airports.
Airport Field Condition Assessments and Winter Operations Safety
This AC provides guidance to assist airport operators in developing a snow and ice control plan, assessing and reporting airport conditions through the utilization of the Runway Condition Assessment Matrix (RCAM), and establishing snow removal and control procedures. Consolidated version includes Change 1.
For implementation purposes, all certificated airports must submit revised Snow and Ice Control Plans to the FAA no later than September 1, 2016, for approval. The Federal NOTAM System is the primary means of conveying airport condition information by certificated and federally obligated airports. Effective October 1, 2016, the Federal NOTAM System will incorporate the new reporting criteria and methodology contained in this AC.

Standardized Method of Reporting Airport Pavement Strength - PCN
This AC provides guidance for using the standardized International Civil Aviation Organization (ICAO) method, called the Aircraft Classification Number – Pavement Classification Number (ACN-PCN) method, to report airport runway, taxiway, and apron pavement strength. Includes instructions for using the COMFAA program to calculate ACN values to determine PCN.
Also provides guidance for reporting changes to airport data that is generally published on Federal Aviation Administration (FAA) Form 5010, Airport Master Record, particularly those data elements associated with Gross Weight (Data Elements 35 through 38) and Pavement Classification Number (Data Element 39).

Specification for Wind Cone Assemblies
This AC contains a specification for wind cone assemblies to be used to provide wind information to pilots. This revision revises the equipment qualification requirements to be furnished under the Federal grant assistance program for airports, applies photometric requirements for internally lighted wind cones to both Size 1 and Size 2 windsocks, and makes editorial changes.
Airport Signing and Graphics
This AC provides guidance on airport terminal and landside wayfinding, signing, and graphics. It focuses on four areas of the airport: roadways, parking, curbside and ground transportation, and terminal. This version is a substantial rewrite and incorporates the recommendations and guidelines developed under Airport Cooperative Research Program (ACRP) Report 52, Wayfinding and Signing Guidelines for Airport Terminals and Landside, completed in 2011.
